Cyprus operates a strict and highly specific gambling market regulated under the Betting Law of 2012. Unlike open offshore hubs, Cyprus does not offer a general "online casino" license. The regulatory framework is split between the National Betting Authority (NBA), which oversees sports betting, and the Cyprus Gaming and Casino Supervision Commission, which governs physical casino operations. The most critical factor to understand about Cyprus is its strict product restriction: online casinos, digital slot machines, online poker, and crypto gambling are completely illegal. The only remote gambling activity permitted is online sports betting and virtual sports wagering. To service the Cypriot market, operators must apply for one of two specific permits: Class A License: Covers land-based sports betting. This is for brick-and-mortar betting shops accepting physical slips (excluding horse racing) and Class B License: Covers online sports betting. This allows operators to run a mobile app or digital platform catering to sports bettors.
