In France, the gambling market is strictly regulated by the National Gambling Authority (Autorité Nationale des Jeux - ANJ) for online activities, and the Ministry of the Interior for land-based operations. The country operates on a multi-tier regulatory system where licensing costs are relatively low upfront, but the overall cost of operations is driven heavily by some of the highest Gross Gaming Revenue (GGR) product taxes in Europe. Private commercial operators cannot apply for a generic "online casino license" because online slots and digital table games remain completely illegal in France. The ANJ replaced ARJEL and has broader powers. The market is strictly regulated with a focus on player protection. The ANJ issues three distinct categories of online B2C licenses (agréments): Online Sports Betting, Online Horse-Race Betting, and Online Poker. Licenses are granted for a 5-year renewable term.
