The framework moves away from broad generic permits, categorizing business activities into distinct, highly granular tracks: B2C Gambling Operator’s License: Required for customer-facing brands offering online sports books, horse wagering, virtual poker, betting exchanges, or live digital casinos; B2B Gambling Operator’s License: Mandatory for critical software developers, platform aggregators, random number generator (RNG) suppliers, and live studio feeds provisioning B2C systems; Gambling Operator Support Services (GOSS) License: A newly introduced tier capturing third-party service entities, specialized marketing agencies, affiliate networks, and parent holding companies.
