A PAGCOR Gaming License is issued and regulated by the Philippine Amusement and Gaming Corporation (PAGCOR), a 100% government-owned and controlled corporation under the Office of the President of the Philippines. PAGCOR holds a unique dual mandate: it operates its own state casinos (Casino Filipino) while simultaneously serving as the primary sole licensing authority for all private land-based and digital gambling sectors across the country.Crucially, the offshore online gaming landscape has completely changed. Following a government mandate, all classic POGO (Philippine Offshore Gaming Operators) licenses were 100% cancelled and banned due to regional criminal activity. Domestic, highly regulated online applications (e-Gaming/PIGL) remain operational, though PAGCOR maintains a strict moratorium on issuing completely new online operator licenses. PAGCOR categorizes its authorized private frameworks into distinct operational sectors: Integrated Resort / Casino License; Electronic Gaming Licensing Department (EGLD) License; B2B Service Provider Accreditation.
