Free State (FSGLTA)

Free State Gambling License is issued and regulated by the Free State Gambling, Liquor and Tourism Authority (FSGLTA), a public provincial entity in South Africa. Operating under the Free State Gambling, Liquor and Tourism Act, the authority ensures all gaming activities are fair, legally compliant, transparent, and socially responsible. South Africa does not have a single national online gambling license for commercial operators. Instead, the country's gambling framework is co-governed by the National Gambling Board (NGB) and nine distinct Provincial Licensing Authorities (PLAs). Under the National Gambling Act of 2004, online casino gaming (slots, roulette, poker, live dealer) is completely illegal across all provinces for commercial operators. However, online sports betting, horse racing, and bookmaking are fully legal. To offer online betting to South African residents, an operator must secure a bookmaker license from one of the nine provinces. Because South Africa features a "single-genius" principle, a license issued by any single province allows the operator to legally accept online bets from players living anywhere across the entire country. Core License Categories: Casino Licences: For large-scale land-based resorts (currently capped at four operational zones across the province); Bookmaker Licences: Crucial for iGaming and online sports betting operations targeting the South African market; Limited Gambling Machine (LGM) Licences: Divided into Route Operator permits and Site permits (typically for 3 to 5 slot machines in pubs and bars); Bingo Operator Licences: For traditional and electronic bingo outlets; Manufacturer Licences: For businesses building, maintaining, or selling gaming hardware and software.
