Western Cape (WCGRB)

A Western Cape License is one of the most powerful and highly sought-after gambling certifications in South Africa. Governed by the Western Cape Gambling and Racing Board (WCGRB), it acts as a "national passport," allowing a single provincially-issued license to legally accept remote sports wagers from players across the entire country. Because traditional online casino licenses do not exist in South Africa, a Bookmaker License is the primary legal route for digital operators targeting the market. South Africa does not have a single national online gambling license for commercial operators. Instead, the country's gambling framework is co-governed by the National Gambling Board (NGB) and nine distinct Provincial Licensing Authorities (PLAs). Under the National Gambling Act of 2004, online casino gaming (slots, roulette, poker, live dealer) is completely illegal across all provinces for commercial operators. However, online sports betting, horse racing, and bookmaking are fully legal. To offer online betting to South African residents, an operator must secure a bookmaker license from one of the nine provinces. Because South Africa features a "single-genius" principle, a license issued by any single province allows the operator to legally accept online bets from players living anywhere across the entire country.
